here you go!
make a new layer on top of your image. Fill it with black. Then go to "filter> noise>add noise. Set it to "uniform" and "monochromatic" and, like, I dunno, 18 or something. You'll want a lot of them, but not too many. great. Hit enter to apply the filter. Now go to filter>blur>motion blur and set it the direction you want it. Okay. Now open up your curves menu, and lighten the streaks by pulling the curve upward. Then go to your levels box and darken the black and lighten the white streaks. Cool. Now hit alt + t to transform your layer. (gonna be apple T if you have a mac) Pull the edges of your transformation outward/up/down until you get it large enough to where they make a difference and look the way you want. yay. Now set your rain layer to "screen" and do any final adjustments. whoot! there you have it.
Make any final adjustments, like larger rain drops more towards the front on a new layer set to lighten by using the single colum markee tool, stroking it with white and then going to edit> transform> perspective etc to make them crooked. then, you know add motion blurr and stuff and you'll be hip to be square!
